愛媛県西予市で行う「3しょくプログラム」/ “Sanshoku Program” in Seiyo, Ehime/ 爱媛县西予市实施的“3 Shoku计划”
愛媛県西予市に、多くの人々に親しまれる「王国」がある。
どんぐり王国は、不登校・引きこもりの青少年及びその保護者に対して、学校復帰、社会復帰の支援に関する事業を行い、子育て全般のサポートを行うNPO法人だ。名水100選の観音水が流れる愛媛県西予市宇和町にあり、王国では農業体験学習、牛・馬・鶏・犬・ヤギなど、たくさんの動物とのふれあい体験ができる。自然や動物たちに囲まれたこの環境で、これまでに多くの子どもたちの心のケアをしてきた。
そして昨年からは「Green Gift地球元気プログラム」で新たなプロジェクトに取り組んでいる。本プログラムは、東京海上日動火災保険株式会社が顧客との契約時に「ご契約のしおり（約款）」等をホームページで閲覧することを選択することで発生する紙資源使用料削減額の一部で国内外の環境保護活動をサポートする取り組みで、現在は全国21団体と協働で実施している。

愛媛県では、どんぐり王国が実施団体となり、触(ふれる) 植(そだてる)食(あじわう)の3つの「しょく」をキーワードにした体験学習イベントを年間2回実施。8月20日には2回目のイベントが開催され、定員を超える39名の親子が参加した。
まず「触・植」では、ビオトープの観察や、源流探検を通じて自然に触れることをテーマに、5月に実施した1回目のイベントではビオトープの周りに植樹した植物が、どのように成長しているか、池の様子、住み着いた生物などと合わせて観察した。講師の先生が子どもたちと対話型で話を深めていく様子が印象的だった。
そして参加者・スタッフを含め最も楽しみにしている「食」は、牛・馬・鶏の堆肥を使った循環型有機農業を行っている王国ならではの企画。王国産もち麦の入った麦ご飯とさつま汁、新鮮な卵、野菜がふんだんに使用された絶品料理は、子育て支援部の女性たちの協力があってこその企画となった。
どんぐり王国のイベントはリピーターが多く、今回の「3しょくプロジェクト」で実施したイベントも、1回目から続けて参加する親子の姿があった。さまざまな人が繋がり、学びあう拠点として、今後、どのようなギフトを地域の子どもたちに届けていくのか、どんぐり王国の活動に今後も注目していきたい。
■“Sanshoku Program” in Seiyo, Ehime
There is a “kingdom” in Seiyo city that everyone loves. Donguri Oukoku (Acorn Kingdom) is a NPO which is helping students who refuse to attend school or stay shut indoors at home. It also helps the parents of such students. The goal is to get the student to return to school and to rejoin society, and support child care generally. The organization is located in Uwa in Seiyo city where you can find Kannonsui, one of the Selection of 100 Japan Water. At Donguri Oukoku, one can experience agriculture and can touch cows, horses, chickens, dogs, and goats. The rich nature and the animals have been healing many children.
The organization has been working on a new project funded by “Green Gift Earth Genki Program”. Tokio Maritime Nichido Fire Insurance runs this program with funds they raised by reducing paper costs by choosing to show contract agreements on the Internet instead of on paper. The project is now being done with 21 groups around Japan. Donguri Oukoku is one of the operators of the program in Ehime and holding events twice a year with the keyword of three different meaning of Japanese “Shoku”, touch, grow, and taste. A second event was held August 20 and an overflow audience of 39 people gathered.
For the first and second shoku – touch and grow – they set a theme of touching nature through observing the biotope and touring the headwaters so participants can see the condition of the pool, the creatures living there and the growth of plants that they planted in the first event held in May. It was impressive that lecturer deepened his lecture by communicating with children.
For the third shoku – taste – was one that all staff and participants were looking forward to. It was a very original event that only the “kingdom” (that farm) can do because of its recycle-based organic agriculture using compost from cows, horses and chickens. With the help of ladies in the child care support division, we had an awesome lunch like barley rice using barley produced on the kingdom, Satsuma soup, fresh eggs and vegetables.
There are many repeaters of the event and even some families have been taking part in it since the very first event. This is the hub of a people’s network and a place to learn from each other. With such a task, it is worth to keep an eye on the kingdom to see what kind of gift they will bring to kids for the future.
■爱媛县西予市实施的“3 Shoku计划”
在爱媛县西予市，有一个受到许多人亲近的“王国”。
团栗王国是一个以旷学或家里蹲的青少年及其监护人为对象、开展帮扶回归学校、回归社会的相关事业及整体育儿支持的NPO法人。王国位于名水100选之一观音水所流过的爱媛县西予市宇和町，可以进行农业体验学习，并且与牛、马、鸡、犬、山羊等各种动物亲密接触。处于自然和动物环绕的环境中，很多孩子的心得到了慰藉。
不仅如此，去年开始还开展了新企划“Green Gift地球健康计划”。此计划指的是，东京海上日动火灾保险株式会社与顾客订立契约时，通过网页阅览契约条款，节省下来的纸资源费用的一部分则用于支持国内外的环境保护活动。如今已有全国21个团体参加了合作。

爱媛县每年两次实施由团栗王国承办的、以“触（接触）”“植（培养）”“食（品尝）”三方面的“Shoku”为关键词的体验学习活动。8月20日，开展了第二次的活动，39名亲子参加，超过了原定人数。
首先，“触·植”的主题为通过群落生境（Biotope）观察、源流探险接触大自然。5月实施的第一次活动就是综合观察群落生境周围种下的植物如何成长、池塘的样子、栖息生物等。授课老师与孩子们深入地对话交流，令人印象深刻。
再就是参加者与工作人员最喜欢的“食”的部分了。这是只有使用牛、马、鸡堆肥，开展循环性有机农业的王国才能进行的企划。加入了王国生产的糯麦的麦饭、红薯汤、新鲜的鸡蛋、使用了丰富的蔬菜的美味料理，是育儿帮扶部的女性们合作的企划。
团栗王国的活动拥有很多常客，此次实施的“3 Shoku 计划”中也出现了来了第一次活动后继续参加的亲子的身影。作为连结大家、共同学习的地点，团栗王国今后还会给本地的孩子们送来怎样的欢乐呢，请大家拭目以待。
親子で学ぶエシカル消費/ Learning about ethical consumption with parents and children together/ 亲子共同学习道德消费
徳島県では、県を挙げてエシカル消費の普及啓発に取り組んでいる。エシカル消費とは、倫理的消費という意味で、フェアトレードや地産地消などがそれにあたる。このエシカル消費を広く知ってもらうため、イオンモール徳島にて親子を対象にした「イオンdeエシカル消費」が開催された。
はじめにエシカル消費やそれにつながるマークの説明を受けた後、売り場に設置されたチェックポイントを回り、マークの意味やイオンでの取り組みを学んだ。チェックポイントのすぐ横には、マークがついた商品が並んでいる。参加者からは、「講義で聞くよりも、売り場で実物を見ながら学ぶほうがわかりやすい」という声が聞こえた。気をつけて見てみると、たくさんの商品にエシカルに関わるマークがついていることに気づく。
講義で紹介された「エシカル」は、

と覚えるそうだ。実際、買い物をするときには、その商品を購入したらどんな影響があるかを、購入する前に一度考えてみようという呼びかけである。
名目国内総生産（GDP）に占める家計消費の割合は、54.1%（平成28年度）にもなる（出展：内閣府国民経済計算）。家庭での消費は、社会に大きな影響を及ぼすことが、数字からも裏付けられている。
エシカル消費に関する普及啓発の取組として、このような講座のほかにも、消費者大学校大学院での「エシカル消費・食品表示コース」設置や今後3年間で県内全高校へのエシカルクラブ創設などが予定されている。
いつもの買い物で商品を選ぶときには、ぜひ一呼吸おいて「えいきょうを しっかりと かんがえる」を実践してみてほしい。
■Learning about ethical consumption with parents and children together
Promoting public awareness of ethical consumption is done all around Tokushima. Ethical consumption includes buying fair trade products and community supported agriculture. “Aeon de ethical consumption” was held for families to spread the idea. Participants got an explanation about labels of ethical consumption and other related ideas and went to checkpoints set up around the selling area to learn the meaning of the labels and activities attempted in Aeon. They could find labeled products right next to the checkpoints. A participant said that it is easier to learn in the field seeing real products than to listen to explanations. You can find a lot of products with the labels on them if you look carefully.
In the lecture, “ethical” (E-SHI-KA-RU in Japanese) was defined as “consider the influence sufficiently”: E: EIKYOUWO (influence), SHI: SHIKKARITO (sufficiently)
KA, RU: KANGAERU (consider). (Reference: “How to Remember Ethical” from the Ethical Association http://ethicaljapan.org). They are engaging in this simple wordplay to encourage consumers to consider ethical issues connected to their purchases. 54.1% of GDP in 2017 involved household purchases (reference: Cabinet Office of Government of Japan). It is clear that domestic consumption has a huge impact on society.
Other activities to raise public awareness of ethical consumption are planned, such as establishing an Ethical Consumption and Food Label course in the Graduate School of Consumers’ College, and founding ethical clubs in every high school in Tokushima within three years. The goal of such activities is to make consumers “consider sufficiently (their) influence” when they are shopping next time.
■亲子共同学习道德消费
德岛县正致力于向全县普及道德消费。道德消费，指的是符合道德伦理的消费，如公平贸易、地方消费等。为了让更多人了解道德消费，德岛AEON MALL开办了以亲子为对象的“AEON de Ethical 消费（道德消费）”。
首先领取道德消费相关联的标记，然后挨个找到卖场里设置的各站点，学习标记的含义和AEON为之做出的努力。站点旁就是贴有标记的商品。参加者发出了这样的的声音：“与其听课，在卖场里一边看到实物一边学习更简单易懂吧。”如此仔细寻找，消费者就能注意到有很多商品都贴上了道德消费的标记。
课上介绍的“道德消费”（Ethical）即：

这样就很好记了吧。实际上，就是呼吁大家购物时，买东西之前先考虑一下购买的行为会产生什么样的影响。
国内生产总值（GDP）中家庭消费已经占了54.1%（平成28年，出处：内阁府国民经济计算）。数字可以作证，家庭消费对社会有重要的影响。
普及道德消费相关的实践，除了这样的讲座，还有消费者大学校大学院的“道德消费·食品表示课程”的设置，以及今年3年间在县内所有高校创设道德消费俱乐部的计划。

シカの食害から三嶺の森を守る活動をまとめた冊子の発行/ A booklet about a project to protect the forest of Miune/Sanrei from deer damage/ 关于保护三岭森林不受鹿的食害的活动宣传册的发行
三嶺（1,894m）は、四国の徳島県と高知県の県境にあり、太平洋に注ぐ物部川源流の一つの山でもある。徳島県側では「みうね」と呼ばれ、高知県側は「さんれい」と呼ばれているこの山は、植林が多い四国山地では希少な自然が残る数少ない山として、多くの登山家に親しまれてきた。しかし、2000年頃からニホンジカ（以下、シカ）による地面を覆っていた下草や樹木の食害が現れ始め、山の姿はあっという間に大きく変わった。ものすごいスピードで、山肌は裸地化し、樹木は立ち枯れ状態となった。
「三嶺の森を守るみんなの会」代表の依光良三氏は「多少の雨ではびくともしなかった森が脆弱な森に変わった」と言う。大雨が降ると裸地化した山肌は崩れ、流れた土砂はダムにたまり、河川の汚濁は長期化、アユなどの生き物にとってもすみにくい環境に変化していったということだ。森の状態は、下流域にまで大きな影響を及ぼすのだ。
2007年その自然を再生しようと、NPOや研究者などさまざまな立場の人や組織が集まり、この会の設立となった。だれもがこの愛すべき三嶺の自然の復活と山の崩壊を防ぐことを願い、子どもから専門家まで実に多様な主体が、多様な方法でその保護に携わることとなった。まさしく産学官民の大きな協働取組である。そして約10年。今回発行した冊子には山嶺の自然豊かな森の変容と、人々の活動が写真で分かりやすくまとめられている。特にこの10年間の保護活動と植生の調査・検証、食害と土壌浸食の関係性の調査結果は、今後の活動や他地域での活用が期待される。その他、協働の取組の観点からも大変参考となる冊子である。
この取組は昨年度の四国環境パートナーシップ表彰の森里川海部門賞を受賞した。森の再生は道半ばのところ、地元のスーパー「土佐山田ショッピングセンター」がこの活動に共感し、7月31日までの約1ヶ月半の間、この活動を支援する取組が実施された。対象とした商品を1点購入すると売り上げの中から1円の寄付が団体に送られる仕組みで、消費者が地域の活動を応援できる身近な取組として注目されている。
四国では、シカによる食害のうち新たな被害も出ているとのこと。人と自然のよりよい共存に向けて、四国での経験は一冊の本にまとめられた。ぜひ、皆さんにもお勧めしたい。
■A booklet about a project to protect the forest of Miune/Sanrei from deer damage
Miune/Sanrei is a mountain area on the border of Tokushima and Kochi prefectures. It is 1,894 meters high and one of the water sources of the Monobe River which drains into the Pacific Ocean. This mountain, called “Miune” in Tokushima and “Sanrei” in Kouchi, is popular among climbers because it is one of the few mountains in Shikoku where you can find a lot of untouched natural forestation. However, damage of underbrush and trees caused by deer started to appear around the year 2000 and the face of the mountain changed rapidly. The surface of the mountain became bare land and trees died in a very short period of time.
“This forest was tough enough to come through normal rainfall, but it became poor and weak,” said Ryozo Yorimitsu, chief of Sanrei no Moriwomamoru Minnanokai (People’s Association to Protect the Forest of Mt. Sanrei). When it rained, the surface of the mountain crumbled down, the earth and sand piled up at the dam, contamination of the river was lengthened and the environment became uninhabitable for fish like ayu (sweet fish), and animals. The condition of the forest has a huge impact on conditions downstream.
In 2007, many people from different backgrounds, like NPO staff and researchers, gathered and organized the association to recover the nature of the mountain. Many different kinds of people including children and specialists joined the project through variety of ways wishing restoration of the beloved nature of Sarei and no collapse of the mountain. It was a real cooperation of industry, government, academia and citizens. Ten years later, the booklet they issued was completed well and easy to understand with pictures of transformation of the Sanrei’s rich nature and people’s effort. Especially, things like the project of conserving nature, survey of vegetation and research of relation between deer damage and soil erosion are expected to adopt further activities or apply to other areas. This booklet is also very useful from the view of cooperation.
Some damage caused by deer was reported recently in Shikoku. This booklet was finished with long experience for better coexistence of nature and humans.
■关于保护三岭森林不受鹿的食害的活动宣传册的发行
三岭（高1,894m）位于四国的德岛县与高知县境内，是流入太平洋的物部川的源头之一。德岛县这边称之为Miune，高知县那边则叫做Sanrei。它植被覆盖广，是四国山地为数不多保有自然的山，因此有很多登山家来此一亲芳泽。然而，2000年左右开始，日本鹿（以下记为鹿）吃掉覆盖地面的杂草和树木的危害开始显现，这座山的容姿转眼之间大为变化，山体裸露，树木枯萎，速度惊人。
“共同保护三岭森林会(三嶺の森を守るみんなの会)”的代表依光良三先生说：“从不管下多大雨也安然不动的森林变成了脆弱的森林。” 也就是说，暴雨降下，裸露的山体被冲刷，流失的砂土堆积在堤坡，河流浑浊长期化，鲶鱼等生物的生存环境变得艰难。森林的状态对下流流域有极大波及。
2007年，为了再生自然环境，NPO、研究者及出发点各不同的人们和组织集合起来，设立了这个协会。从儿童到专家，大家都希望深爱的三岭自然回归、防止山体崩塌。多样化的主体、多样化的方法，都参与到了保护三岭中，正可谓产业、学校、行政、民间共同协作的实践。至今已有10年。此次发行的宣传册通过图片，简单易懂地总括了山岭丰茂的森林的变化和人们的活动。尤其期待这10年间的保护活动，植物的调查、检证，食害与水土流失关系性的调查，能够运用到今后的活动与其他地域中。此外，从共同协作的实践角度来看，也有很大的参考价值。
去年，这一实践活动荣获了四国环境合作表彰的森里川海部门奖。森林再生的途中，当地超市“土佐山田购物中心”为之产生共鸣，在7月31日为止的一个半月时间内，举行了支援活动。只要购买一件指定商品，就从营业额中向团体捐出一日元。这样的企划使得消费者能够简单方便地支持本地活动，因此受到了注目。
就在鹿导致食害的同时，四国还有新的自然侵害正在发生。这本册子总结了向人与自然更好地共存方向努力的四国经验，推荐大家都来读一读。
