第3回目となる四国環境パートナーシップ表彰は、ESD環境教育部門に加え、地域課題解決アイデア部門を新設し、市民団体や高校、企業などからたくさんのご応募をいただきました。審査委員による選考の結果、この度、計6団体のみなさんが受賞となりました。

3月14日（水）に開催した「第3回四国環境パートナーシップ表彰 表彰式」では、環境省中国四国地方環境事務所高松事務所の宇賀神所長より各受賞団体に対し、賞状が手渡されました。また、昨年度より協賛いただいている、三井住友海上あいおい生命保険株式会社四国営業部の協賛を得て、「生命保険のエコ手続で四国の環境保護活動を応援しよう！」の趣旨のもと、申込時にオンラインで申し込みがあった件数に応じて、いただいた寄付金を特別賞として1団体に授与いただきました。

表彰式後の各団体による活動発表では、普段なかなか関わることのない多様な主体や関心の薄い層を巻き込む手法や、地域の課題解決に取り組む過程など、取り組みを進める上での課題やヒントの参考になる事例などが共有されました。また、団体同士で新たなつながりを得たり、情報交換を行うなど、限られた時間ではありましたが、学びあいの場となりました。

今回の募集にあたり、四国四県からたくさんの取り組みがよせられました。どの取り組みも素晴らしく、住んでいる地域をより良くしたいという想いと活動により地域の環境が支えられていることを実感しました。四国環境パートナーシップ表彰を含め、皆さまの更なる活動を、四国EPOとして引き続き応援するとともに、学びあいの場づくりを進めていきたいと思います。

■The Third Shikoku Environment Partnership Award

　The 3rd Shikoku Environment Partnership Awards, in addition to the ESD Environmental Education Division, established a regional problem-solving idea division and received many entries from civil society organizations, high schools, companies, and others. As a result of the selection by the judging committee, six organizations has won this award.

　In the “3rd Shikoku Environment Partnership Awards Ceremony” held on March 14 (Wednesday), a letter of credit was handed to each winning organization by Director Ugajin the Takamatsu Office of the Chugoku-Shikoku Regional Environment Office of the Ministry of the Environment. In addition, with the sponsorship of Mitsui Sumitomo Aioi Life Insurance Co., Ltd., co-sponsored since last fiscal year, with the aim of “Let’s support Shikoku’s environmental protection activities in Shikoku through life insurance eco procurement!” with the sponsorship of Shikoku Sales Division according to the number of applications that were received online, we received a donation as a special award to one organization.

　At the activity presentation by each organization after the award ceremony, examples were shared referring to problems and hints for promoting the initiatives, such as how to involve various subjects and people who are not normally involved, and processes to tackle local problems. Also, although it was a limited time, it became a place to learn from each other and getting new connections among groups and exchanging information.

　In this recruitment, a lot of efforts were given from the four prefectures of Shikoku. Every effort was wonderful, and it was obvious that the regional environment is supported by the desire and activities that want to improve the living area. We would like to continue supporting the further activities of community organizations, including the Shikoku Environment Partnership Award, as Shikoku EPO, and also to promote learning opportunities.

四国环境合作表彰开展到了第3届，增加了ESD环境教育部门，新开设了地方课题解决创意部门，从市民团体、高校和企业等处收到了许多报名。根据审查委员的筛选结果，这次共有6个团体最终获奖。

3月14日（星期三）召开的“第三届四国环境合作表彰 表彰大会”上，环境省中国四国地方环境事务所高松事务所的宇贺神所长给各获奖团体亲手颁发了奖状。从去年提供赞助的三井住友海上AIOI生命保险株式会社四国营业部也继续提供了赞助，以“推进生命保险手续环保化，支持四国环境保护活动！”为宗旨，根据申请保险时网上申请的件数，捐款作为特别奖，授予1个团体。

表彰大会后各团体的活动讲演上，大家分享了怎样让平时感觉没有什么关系的关心淡薄的人群层参与其中的方法、地方课题解决的实践过程、可以为实践进展中的课题及创意提供参考的事例等等。以及，团体的各位获得了新的联系，交换了信息。时间是有限的，却成为了互相学习的场所。本次征集，得到了四国四县纷纷响应，令人实实在在地感到了每一个实践活动都很了不起，感受到了想要让自己居住的地方变得更好的愿望和活动对地方环境的支撑改善。作为四国EPO，我们将一如既往地支持大家今后的活动，包括四国环境合作表彰在内，还想要继续努力建设大家互相学习的环境。

地域が家族。社会の弱者が支え合う日高村の実現を 高知県日高村の「日高わのわ会」の取り組み紹介/My region is my family. Introduction of the “Hidaka wanonwa” of Kochi Prefecture’s Hidaka village to realize the Hidaka village supporting the vulnerable people of society/地方即家族。日高村社会弱者互助的实现 高知县日高村“日高wanowa（輪之輪　团圆）会”活动介绍

人口約5000人の村で、年をとっても障がいをもっていてもその人らしく暮らしていける村を目指し活動しているNPOがある。NPO法人「日高わのわ会」、平成15年に子育てのお母さん達が集まり、子育ての悩みを共有しながら喫茶を運営する有償のボランティア活動を始めた。現在は年になんと、7-8000万の事業を展開するまでになっており、地域になくてはならない組織になっている。

この取り組みを始めた安岡千春さんはもともと子育て支援センターの保育士さん。子育て中のお母さんが集まり話をしている中で紙芝居をつくり、学校で子ども達に聞かせる活動を思いついたのがきっかけだとか。弱者もサービスを受けるだけでなく、サービスの担い手にもなり、いろんな人が支え合い、大きな家族のように輪になることがこの名前にこめられている。

事業は次の5つの部門に分かれており、それぞれの部で工夫した運営をしている。

・総務部「日高げんきクラブ」
住み慣れた我が家で一日でも永く生活してもらえるために、介護保険にかからない人たちへの支援を行っている。例えば、買い物のサービスやリハビリのサポーター、農作業のお手伝いと幅広い。

・喫茶部「おもてなしクラブ」
日高村の野菜を使ったランチや宅配弁当などの提供。

・福祉部「わっはっはクラブ」
その人にあったプランで支援を行う。就労支援Ｂ型事業所、障害者日中一時事業所、グループホーム輪が家などの運営。

・児童福祉部「チャイルドクラブ」
地域で子育てを応援するため、一時保育、託児ルーム、障害児日中一時保育などの運営。

・販売部「とまとクラブ」
日高村のシュガートマトを活用した商品開発・販売。
このトマトとの出会いは、農家にトマトの収穫作業を手伝っていたことから始まる。ＪＡの規格外のトマトはまだ食べられるのに捨てられており、農家は年間約7万円ほどの産業廃棄物処理費用を支払っていたようだ。それは「もったいない」ということで、喫茶で提供していると、トマトソースの味が評判となり、商品化につながっていった。今では「日高わのわ会」の看板商品となっている。平成22年には2トンの回収量だったものが、29年には7．3トンにもなっている。食品ロスを減らすことで処分費用の削減にもなり、さらに「日高わのわ会」が買い取ることによって農家の収入増につながっているという。

「日高わのわ会」がこれまでの活動で獲得してきた物は、３つ。
①人の輪：みんながつながり輪になる
②話の輪：みんなで輪になり話をしよう
③平和の輪：社会の一番小さな家族。そこで生活する質を大切にする。

これからさらに日高村と「若者の輪」「都会の輪」「就労の輪」を広げ、各地とつながり、交流の輪が広がることに夢がふくらんでいる。
　
小さな村だけどこのような支え合いの仕組みが地域でできると日本全体の底上げにつながる。大都市が一人勝ちしても社会全体は良くならない。地方で地域の単位でこのようなつながりや仕組みがあちこちでできるとさらに大きな輪になっていくことと期待したい。

■My region is my family. Introduction of the “Hidaka wanonwa” of Kochi Prefecture’s Hidaka village to realize the Hidaka village supporting the vulnerable people of society

　There is NPO with a population of about 5,000 people who are working towards a village where people with disabilities can live a life of their own. NPO” Hidaka Wanowa Kai” parenting mothers gathered in 2003, began a volunteer activity for paid operation to manage tea ceremonies while sharing child-rearing troubles. Currently in the year, it will be 7 to 80 million businesses, and it is becoming an organization indispensable to the region.

　Chiharu Yasuoka, who started this effort, was originally a childcare professional at a child care support center. She came up with the idea about creating a picture-story show and let children hear it at school, when mothers who were raising children gathered and talked. The weak cannot only receive services, but also can be the provider of service, and this name holds a meaning of various people supporting each other and become a loop, like a big family.

　The project is divided into the following five divisions, each department is devised to operate.

• General Affairs Department “Hidaka Genki Club”
　This provides support to those who are not covered by nursing-care insurance so that they can live for a long time in a familiar home. For example, supporters of shopping, rehabilitation supporters, farm work and a wide range.

• Café club “Hospitality Club”
　Offering lunch and delivering home delivery lunch etc. using vegetables of Hidaka village.

• Welfare Department “Wa-ha-ha Club”
　This agency offers support with a plan that is appropriate for that person. Employment support type B business office, temporary daytime workplace for persons with disabilities, group home loops manage the house, etc.

• Child Welfare Department “Child Club”
　In order to support parenting in the community, temporary nursing, childcare room, daycare daytime childcare such as disabled children management.

• Sales Dept. “Tomato Club”
　Product development and sale utilizing Sugar Tomato at Hidaka village.
The encounter with this tomato begins with the farmer helping the tomato harvesting work. Japan Agricultural Cooperative’s nonstandard yet-to-be-eaten tomatoes have been thrown, and farmers seem to have paid about 70,000 yen per year for industrial waste disposal. As it is wasteful, it is offered at the Café club, the taste of tomato sauce has become its reputation, leading to commercialization. It is now a signboard product of “Hidaka Wanowa Kai”. The amount recovered was two tons in 2010 and 7.3 tons in 2017. It also saves disposal costs by reducing food loss, and because “Hidaka Wanowa Kai Party” buys it, it increased the incomes of farmers.

　Three things that “Hidaka Wanowa Kai” has earned in activities so far:
①Person’s circle: Everyone will be connected.
②Talk circle: Let’s circle together and talk.
③Peace circle: The smallest family in society. Value the quality of life there.

　Hidaka village and the “circle of youth”, “the circle of the city” and “the circle of employment”, connected with the various places, the circle of exchange will expand, dreams are getting bigger.

　Although it is a small village, if such a support mechanism can be done in the region, it will lead to an overall increase in Japan. Even if a big city wins alone, society as a whole does not get better. It is hoped that it will become an even bigger circle if this kind of connection and mechanism can be done in a local unit on a regional basis.

■地方即家族。日高村社会弱者互助的实现 高知县日高村“日高wanowa（輪之輪　团圆）会”活动介绍

本NPO组织的目标是，在人口约5000人的村落里，让年事已高的人、身体有疾的人也能有尊严地生活。NPO法人“日高wanowa会”开始2003年，运营有偿的志愿者活动，将养育孩子的母亲们聚集起来，让她们一边喝茶一边分享关于育儿的苦恼。到了今天，已经成为了一年里、开展七八千万日元的活动、本地不可或缺的组织了。

活动创始者安冈千春，原本是育儿支持中心的保育员。契机则是一次育儿母亲们聚会中，说起了制作连环画剧、然后到学校里读给孩子们听的主意。弱者并不是只能接受别人的服务，也可以成为提供服务的人，各色各样的人互帮互助，像大家族一样手牵着手团成一圈，这就是名字的由来。

机构分为5个部门，各部均精心运营。

・总务部“日高元气俱乐部”
为了让没有护理保险的人们能够尽可能久地生活在住习惯了的自己的家里，本部开展援助活动。例如，购物服务、康复支持、农活帮助等等，内容涵盖广泛。

・饮茶部“招待俱乐部”
本部提供午餐及外送便当，使用日高村产的蔬菜。

・福祉部“欢乐俱乐部”
本部开展为个人量身定制的方案援助，运营劳动支持B型事务所、残障人士昼时临时事务所、群体之家团圆之家等。

・儿童福祉部“小朋友俱乐部”
为了支持本地人的育儿，本部开展临时保育、托儿所、残障儿童昼时临时保育等服务。

・销售部“西红柿俱乐部”
本部开展使用日高村产砂糖西红柿的商品开发及销售。
与西红柿的相逢机缘，开始于帮助农家收获西红柿的活动。JA规格外的西红柿明明可以吃，却被扔掉，农家每年要为此支付约7万日円的产业废弃物处理费用。因此为了“不浪费”，在喝茶时提供它们，番茄酱的味道受到了好评，于是才开展了商品化。今天，它已经成为了“日高村wanowa会”的招牌商品。平成22年（2010年），回收量还只有2吨，到了平成29年（2017年），已经变成了7.3吨。通过减少食品损失，不仅削减了处理费用，还因“日高wanowa会”的收买，增加了农家的收入。

活动至今，“日高wanowa会”收获了3点感悟：
①人的团圆：大家连在一起，围成一个圆；
②讨论的团圆：大家围成一个圆，讨论事情；
③平和的团圆：社会中最小的是家庭，要重视家庭生活的质量。

从这里开始，日高村扩展了“年轻人之圆”“都市之圆”“劳动之圆”，与各地相联系，拓宽了交流的范围，梦想越来越大。

虽然是小小的村庄，只要像这样在地方成立互帮互助的组织，也能影响到日本全国最底层的改善。哪怕是一个大都市里成功，也无法让社会整体变得更好。我们期待，在全国各地，以地方为单位，成立像这样的联结和组织，围成更大的圆。

ごみが行き着く現場から/From the site where garbage arrives/垃圾去往之地

徳島県三好市山城町にある(株)明和クリーンは、徳島県内では“唯一”の民間管理型最終処分場を持つ廃棄物処理事業者で、環境省のエコアクション２１の認証を取得しています。ごみを「埋める」ことが仕事ですが、顧客に分別を呼び掛けてリサイクルを推進し、かつ埋める前には手作業で資源物を分別する等、「埋めない努力」を続ける、ユニークな会社です。

地域が「安全かつ強靭で持続的なくらし」を確保するためには、モノやエネルギー消費だけに着目するのではなく、適切な廃棄物の管理も必要になります。

事業所や家庭から出たごみは、種類毎に選別され、それぞれに適した処分方法で処理されますが、最終的には埋められます。その最終処分場では、河川や地下水などを汚染する恐れがないよう、処分場の底に遮水シートをひくなどして適切に管理をしています。

日本では最終処分場の残余容量（あとどれくらい埋められるか）が逼迫している状況ですが、その中でも特に徳島県は危機的状況にあり、同社が果たしている役割は非常に大きなものだと言えます。

同社は、３年前に安全環境整備室を開設し、３ＲやＳＤＧｓ（持続可能な開発目標）の普及啓発に熱心に取り組んできました。特に、ＳＤＧｓの目標１１「住み続けられるまちづくりを」として、廃棄された畳を処分場のシート保護に利用する等できるだけ廃棄物を出さない工夫や、排出者である顧客だけでなく近隣の小学校に対し「出したごみの行き先について」知る機会を提供しています。その一例として、平成２９年１０月３１日に施設見学を行った三好市立山城小学校６年生からは、自分ができる事として、「ごみを減らす生活をする」「マイバックやマイ箸を持参する」など環境意識の向上や行動変容が期待される感想が寄せられました。

子どもたちだけでなく、実際に見学した人たちは、想像以上のごみの量に驚き、ゴチャゴチャのまま搬入された物と奮闘する職員の姿を目の当たりにするため、ごみに対する意識が必ず変わるそうです。教科書や書籍からは得られない体験を通じ、ごみの問題を自分の事として考える人が増えるよう、企業の地道な取り組みは続きます。

■From the site where garbage arrives

　Meiwa Clean Co., Ltd. located in Yamashiro-cho, Miyoshi-city, Tokushima Prefecture, is a waste disposal company with “the only” final disposal site in Tokushima Prefecture and has acquired Eco Action 21 certification by the Ministry of the Environment. Their work is to “bury” the garbage, but it is a unique company which continues to make an effort to “not bury” such as encouraging recycling, and sorting resources by hand before burying.

　In order to secure a “safe, robust and sustainable lifestyle” for the community, Meiwa Clean Company needs not to only focus on energy consumption but also appropriate managing of waste.

　Garbage from business establishments and households are sorted by type and processed according to the appropriate disposal method for each type, but eventually they get buried. At the final disposal site, they administer it properly by drilling a waterproof sheet at the bottom of the repository so that there is no danger of contamination of rivers and groundwater.

　In Japan, the remaining capacity of the final disposal site (how much more can be filled) is tight, but Tokushima Prefecture is particularly in a crisis situation, and the role played by the company is very large.

　Three years ago, the company opened a Safety Environment Improvement Office and was keenly aware of the 3Rs and SDGs (Sustainable Development Goals). Especially, as a goal of the SDGs 11 “Sustainable cities and communities”, the company devised not to dispose of waste as much as possible. This includes methods such as utilizing discarded tatami mats for the sheet protection of the repository. Also, customers who are dischargers are provided opportunities to learn about “the destination of garbage that has been drawn out” to the nearby elementary schools. As an example, we received feedback on improvement of environmental consciousness and behavior such as “Living to reduce garbage” and “Bring my bag and my chopsticks” from Miyoshi-city Tateyama Castle Elementary School 6th grade who carried out a facility tour on October 31, 2018.

　Not only the children but also the people who actually visited the facility were surprised by the amount of garbage and the attitudes towards garbage will surely change as we see the staff struggle with things that are carried away as they are. Through experiences that cannot be obtained from textbooks and books, corporate efforts will continue so that more people will think about garbage problems as their own problem.

■垃圾去往之地

株式会社明和clean位于德岛县三好市山城町，是德岛县内唯一拥有民间管理型最终处理场的废弃物处理公司，取得了环境省的生态行动21认证。这是一家独特的公司，虽然工作内容是“埋”垃圾，却一直坚持着“努力不埋”，不仅呼吁顾客做好垃圾分类，推进回收，还会在填埋之前手工将资源物分类出来。

为了确保地方“安全强韧持续的生活”，不仅要着眼于物质和能源消费，妥当管理废弃物也是必要的。

商业设施或者家庭扔掉的垃圾，要分成各种类别，逐类以合适的方法处理，最终才能填埋。最终处理场要尽量避免污染河流和地下水等，处理场的底部要铺设防水板，保证妥当管理。

日本已经逼近最终处理场的残余容量（还能埋多少的量），其中德岛县更是处于危机，因此这家公司可以说是做出了巨大贡献。

该公司3年前开设安全环境改善室，热心开展了关于3R及SDGs（可持续发展的开发目标）普及启蒙的活动。尤其是为了实现SDGs目标第11条“促使城市与人类居住具包容、安全、韧性及永续性”，使用废弃的榻榻米作为处理场的保护板，尽可能地不产生废弃物，不仅对排出垃圾的顾客、还对附近的小学提供了了解“扔掉的垃圾去哪儿了”的机会。举例来说，平成29年（2017年）10月31日，一位三好市立山城小学的6年级学生参观了设施后，表达了提高环保意识、期待行动改变的感想：要从自己力所能及的事情做起，“过减少垃圾的生活”，“自己携带环保袋和筷子”。

除了孩子们，实际来此参观的人们也都为垃圾之多超越想象而大吃一惊，见过了与乱七八糟扔进来的垃圾奋斗的职员的身影后，一定会改变关于垃圾的意识。通过教科书和书籍无法传达的体验，将垃圾问题当作与自己相关的事思考的人们越来越多，本企业将继续切实努力。
